Romana behaving as the woman did makes me want to cry. So in my head, she was Flavia. Supported strongly in my opinion by the music and the commentary remark noted earlier :o) I choose to believe that Romana carried out whatever plan it was that the Gallifrey audios ended on, and is tucked away somewhere safe with a bunch of her friends and supporters :o) If you haven't heard them, you really really should.
