Well canonically he's 15 now - so if we assume time is passing at the same rate in the Whoniverse as here, he'd be 18 by 2011. That's all I was going on.
As for the SJA people not looking their ages, well Lis is ageless, but they're going to pick young actors who don't look their ages to play the kids because they don't really *want* actors of that age for the show since the laws regarding child actors are pretty strict (over here at least, but I assume everywhere). I know both Yasmin and Tommy talked of having to do work with their tutors and not being allowed to go for another take sometimes during S1's filming. Therefore, if they can get an actor who looks younger but is that bit older that they're legally an adult, it makes it easier on the production crew.
